Real Estate Regulation Should Shift from Preventing Price Rises to Preventing Price Drops

摘  要:当前房地产市场发生重大调整,需求持续收缩,房企经营困难,市场预期尚未改善。为促进房地产市场平稳健康发展,调研组对成都、重庆、广州和武汉四个城市进行了调研,了解相关主体的实际经营情况及政策诉求。为防止市场进一步趋冷,当前应将政策重心从防止房价过快上涨转向防止房价过快下跌,调研组从提振住房需求、优化土地供应、出清市场风险、增强房企信心、稳定市场预期五个角度出发,提出了相关政策建议。The current real estate market is undergoing significant adjustments,with continuously shrinking demands,difficult real estate enterprise operation and unimproved market expectations.In order to promote stable and healthy development of the real estate market,the Investigation and Research Group conducted investigation and study in four cities,namely,Chengdu,Chongqing,Guangzhou and Wuhan.The purpose was to probe into the actual operational conditions and policy appeals of relevant stakeholders.To curb the market from further cooling down,the current policy focus should shift from preventing excessively rapid housing price increases to preventing excessively rapid housing price declines.The Investigation and Research Group has put forward relevant policy recommendations from five perspectives,stimulating housing demand,optimizing land supply,clearing market risks,boosting real estate enterprises'confidence and stabilizing market expectations.
