水深数据质量等级评定方法研究

摘　　要：针对电子航海图中CATZOC/QoBD属性如何赋值这一问题,在详细介绍国际海道测量组织(IHO)相关标准开发情况和深入分析其在我国适用性的基础上,提出了符合我国国情的水深数据质量等级评定方法。对标国际并结合国内实际,从基本赋值原则、降级因素、测算程序和步骤等3个方面,提出了具体可行的国内CATZOC/QoBD属性赋值思路和建议,可为我国水深数据质量等级的评定和电子航海图中水深数据置信度等级设置提供参考。In view of the problem of how to allocate CATZOC/QoBD values in ENCs,this paper introduces the main content of the Guidelines and recommendations for Hydrographic Offices for the allocation of CATZOC/QoBD values from survey data developed by International Hydrographic Organization(IHO)and deeply analyzes the applicability of the Guidelines in China,and puts forward a method for the quality assessment and classification of depth suitable for China.Combining the international scheme and the actual situation of China,this paper suggests a specific and feasible scheme of the allocation of CATZOC/QoBD values including basic allocation principles,factors resulting in downgradation,and procedures and steps of allocation.This paper can provide an important reference for the quality assessment and classification of depth and the allocation of CATZOC/QoBD values in Chinese ENC.
