摘　　要：面对新一轮科技革命和产业变革,2017年我国提出高等教育“四新”建设,其中新文科建设成为高等文科教育改革的突破口。同年,美国希拉姆学院实施了新文科教育规划,对学校发展进行战略性调整,这在美国本科文科教育改革上具有重要的示范作用。根据大学战略规划的组织再造理论,该校从理念再造层面强调尊重办学传统、数据驱动管理和以学生为中心;从经营再造层面重视高体验式学制、高交叉性学科和高影响力项目;从保障再造层面关注追求卓越的师资保障、开源节流的经费保障和内外兼修的硬件保障。基于此,本文提炼出组织再造的新文科教育改革思路,形成外部环境、顶层设计、战略规划以及实施流程四个部分的框架体系。我国高校新文科建设进入改革深水区,因此有必要了解域外发展视角及积极经验,从组织再造的院校改革模式出发,推进高校新文科系统性改革,提高人才培养质量。In the face of a new round of scientific and technological revolution and industrial transformation,China proposed the“four new”construction of higher education in 2017,in which the new liberal arts construction became a breakthrough in the reform of higher liberal arts education.In the same year,Hiram College in the United State implemented the New Liberal Arts Education Plan,making strategic adjustments to the development of the school,which plays an important exemplary role in the reform of undergraduate liberal arts education in America.According to the business process reengineering theory of the university strategic planning,Hiram College emphasizes respect for the school running tradition,data driven management and student-centered reform from the perspective of concept reengineering.From the perspective of business reengineering,it attaches importance to highly experienced schooling,highly interdisciplinary disciplines and highly influential projects.From the perspective of security reengineering,it focuses on teachers who pursue excellence,funding mode that increases income and reduces expenditure,and hardware facilities that provide both internal and external training.Based on this,this article extracts a new liberal arts education reform idea based on business process reengineering,forming a framework system consisting of four parts:external environment,top-level design,strategic planning,and implementation process.The construction of new liberal arts in China’s universities has entered a deep reform zone.It is necessary to understand the external development perspective and positive experience,start from the organizational restructuring model of college and university reform, promote systematic reform of new liberal arts inuniversities, and improve the quality of talent cultivation.
