摘 要:运用AHP-DEA-Malmquist模型对2007-2021年浙江省及各区域科技金融效率进行静动态分析,结果表明:2007年以来静态效率整体较低,但呈上升态势,区域差异明显;全要素生产率增长较快,呈W形波动,主要依靠技术进步与规模效率提高。对科技金融绩效进行分析,结果表明:随着科技金融体系逐步完善,2007年以来浙江省及各区域绩效均处于上升状态,2018年后加速上升。今后科技金融工作重点应放在加大投入规模,优化投入结构,提高金融资源配置效率,提升企业自主创新能力,促进技术进步等方面。AHP-DEA-Malmquist model is used to analyze the regional Sci-Tech financial efficiency of Zhejiang Province from 2007 to 2021.The results show that the overall static efficiency was low,but it was on the rise,and the regional differences were obvious.The results of M index show that the total factor productivity was growing rapidly and fluctuating in a w-shape,mainly relying on the technological progress and the increasing of scale efficiency.The Sci-Tech financial performance of Zhejiang province and all regions has been on the rise since 2007 and accelerated after 2018 with the improvement of the sci-tech financial system.In the future,we should focus on increasing the scale of investment,optimizing the structure of investment,improving the efficiency of financial resource allocation,enhancing the independent innovation ability of enterprises and promoting technological progress.
