省级农业科研单位内控建设工作实施探索——以S所为例

摘　　要：加强内控建设工作是落实全面从严治党主体责任、充分发挥好科研创新和人才培养职能作用的重要抓手,是规范内部权力运行、提升管理水平的关键举措。文章简述农业科研单位内控建设意义和现状,总结S所现行做法、成效和存在的问题,提出省级农业科研单位内控建设工作思路,建议通过完善内部环境、规范风险评估、实施控制活动、强化内部信息与沟通和落实内部监督等措施,梳理、构建单位内控体系的基本框架。Strengthening internal control construction is an important means of implementing the main responsibility of comprehensively and strictly governing the Communist Party of China,fully exerting the functions of scientific research innovation and talent cultivation,and it also is a key measure to standardize the operation of internal power and improve management level.The article briefly described the significance and current situation of internal control construction in agricultural research institutes,summarized the current practices,effectiveness and existing problems of S institute,then proposed the work ideas for internal control construction in provincial-level agricultural research institutes,and finally it suggested that the basic framework of the unit's internal control system should be sorted out and constructed through the following measures,such as improving the internal environment,standardizing risk assessment,implementing control activities,strengthening internal information and communication,and implementing internal supervision.
