摘　　要：重大突发事件档案数据库集全国突发事件档案数据于一体,向普通民众和政府部门普及应急知识,提供应急决策,受益群体众多。该档案数据库具有档案数据收集、整理、保存、服务等功能,逻辑架构分为五个部分:用户层、原始档案数据层、档案数据整理层、数据库服务层及用户交互层。重大突发事件档案数据库的建设需依据“制定计划—横向合作—人才培训—积极参与”的机制进行落实,以建设成数据全面化、人才专业化、运行标准化、管理规范化、服务多元化的档案数据库。The major emergency archival database integrates the national emergency archival data and popularizes emergency knowledge to ordinary people and government departments,providing emergency decision-making and benefiting many groups.The archival database has the functions of archival data collection,sorting,preservation and service.Its logic architecture consists of five parts:user layer,original archival data layer,archival data collation layer,database service layer and user interaction layer.The construction of the archival database of major emergencies needs to be implemented in accordance with the mechanism of"planning horizontal cooperation talent training active participation",so as to build an archival database with comprehensive data,professional talents,standardized operation,standardized management and diversified services.
