摘　　要：结合区域影响因子和行业影响因子,分析流域管理者、区域管理者和行业用户的博弈关系,提出适用于水权分配的改进破产理论规则,建立可用于合理分配水资源的基于改进破产理论的初始水权2层次优化分配模型。将所提方法应用于不同来水条件的某流域的初始水权分配。结果表明:所提方法既能满足流域初始水权的公平合理分配,又能够促进区域水权交易市场建立,具有较好的应用价值。This paper proposes the improved bankruptcy theory rules applicable to initial water rights allocation,considering the game relationships between the basin manager and users,the regional manager and users and combining regional impact factors and industry impact factors.Based on the improved bankruptcy theory,a twolevel optimal allocation model of initial water rights is established to reasonably allocate water resources.The proposed method is applied to the initial water rights distribution of a basin with different water inflow conditions.Results show that the proposed method can not only meet the fair and reasonable distribution of initial water rights of the basin,but also promote the establishment of regional water rights trading market,and has good application value.
