摘 要:大部分医疗卫生事权是政府间共同事权,其支出责任应由不同层级政府共同承担。我国以分档按比例分担原则,将央地共同医疗卫生事权进行了合理划分,同时对省以下政府间事权和支出责任提出明确要求。在现有政府间医疗卫生事权与支出责任划分中,存在上级政府承担的支出责任有限、转移支付制度不合理、支出责任分担机制对地方政府激励不足、省以下政府间部分医疗卫生事权与支出责任划分不清晰等问题,应进一步优化政府间医疗卫生事权与支出责任划分,切实满足人民群众对健康权日益增长的多元化需求。Most healthcare authorities are joint powers among governments,and the responsibility of ex-penditure should be shared by governments at different levels.Based on the principle of proportional sharing in different levels,China has reasonably divided the healthcare authority shared by central and local govern-ments,and put forward clear requirements for inter provincial government powers and expenditure responsibili-ty.There are still the following problems in the current allocation of healthcare authority and expenditure re-sponsibility between governments:insufficient expenditure responsibility borne by higher-level governments,unreasonable transfer payment system,insufficient incentive for local governments to share expenditure re-sponsibility mechanism,and unclear allocation of healthcare authority and expenditure responsibility between provincial and lower level governments.The solution is to further optimize the allocation of healthcare authority and expenditure responsibility between governments,effectively meeting the growing diverse needs of people for health rights.
