长三角地区地方政府差别化价格供地对工业绿色发展的影响研究--基于全局和局部双重视角

摘　　要：研究目的:从全局和局部双重视角探究长三角地区地方政府差别化价格供地对工业绿色发展的影响效果和作用机制。研究方法:Super-SBM模型,面板Tobit回归模型,时空地理加权回归模型。研究结果:(1)2007—2019年长三角地区工业绿色发展效率呈稳步上升的态势,其空间分布格局由“中心低、四周高”演变为“东北高、西南低”。江浙沪工业绿色发展效率的线性变化趋势均为上升,且江苏的增幅要高于其他省份。(2)全局视角上,地方政府差别化价格供地对工业绿色发展具有正向促进作用,主要通过引导工业用地资源流向高技术绿色企业,实现选择优质企业、优化工业结构、优化制度环境,来推动工业绿色发展。(3)局部视角上,地方政府差别化价格供地对工业绿色发展的影响在苏中、浙西南、皖南表现正向作用,与全局视角一致;在苏北、皖北、皖中表现出Ⅰ型负向作用,这源于非预期的挡板效应;在苏南、浙东北、沪表现出Ⅱ型负向作用,这源于工业政策优惠弱化效应。研究结论:虽然全局视角显示整体影响效果为正,但是局部视角显示部分区域存在抑制作用,可通过改进地方产业发展导向来引导差别化价格供地政策进一步释放积极影响。The purpose of this paper is to explore the effect and mechanism of differentiated land price supply by the local governments on industrial green development in the Yangtze River Delta from general and partial perspectives.The research methods include Super-SBM model,panel Tobit regression model and GTWR model.The results show that:1)from 2007 to 2019,the efficiency of industrial green development in the Yangtze River Delta increased steadily,and its spatial distribution pattern changed from“low in the center and high in the periphery”to“high in the northeast and low in the southwest”.The linear change trend of industrial green development efficiency in Jiangsu,Zhejiang and Shanghai is on the rise,and the increase of Jiangsu is higher than other provinces.2)From the general perspective,differentiated land price supply by the local governments has a positive effect on industrial green development.Differentiated land price supply mainly guides industrial land resources to flow to high-tech green enterprises by selecting highquality enterprises,optimizing industrial structure and institutional environment,and finally promotes industrial green development.3)From the partial perspective,the effect of different land price supply on industrial green development is positive in central Jiangsu,southwest Zhejiang and south Anhui,consistent with the general perspective.The negative effects of type I in northern Jiangsu,northern Anhui and central Anhui are attributed to the unexpected baffle effect.In Southern Jiangsu,northeastern Zhejiang and Shanghai,the negative effect of type II is derived from the weakening effect of industrial policy preferences.In conclusion,the general perspective shows that the overall effect is positive,but some regions have a restraining effect.The local government can guide the differentiated land price supply policy to further serve industrial green development by improving the local industrial development orientation.
