摘　　要：在新时代背景下,推动基层治理体系和治理能力现代化对于城市的发展具有重要意义。以中国七个超大城市地方政府公告为样本,采用改进后的主题网络提取模型,提炼得到超大城市基层治理话语体系网络中的主题,进而从宏观层面对中国超大城市基层治理基本理念和政策实践逻辑进行归纳总结。进一步地,对各超大城市基层治理理念的内在关联进行分析。研究结果表明,超大城市在基层治理话语体系的治理导向上各有特色,但许多城市也具有共同的治理导向。各超大城市的基层治理理念基本契合了实现新发展阶段城市基层治理空间正义的三个政策实践逻辑:“人民性”的政治逻辑、“城市性”的治理逻辑和“个体性”的技术逻辑,但对于“个体性”技术逻辑的实践仍有待进一步加强。超大城市基层治理话语体系中的各个主题并非孤立,而是与其他主题存在内在联系。超大城市治理是一项复杂的系统性工程,不同治理理念之间相互交织、紧密相依。应充分运用系统观念和系统思维,秉持系统治理、法治治理、协同治理、智慧治理等多种治理理念,提升城市可持续发展能力,构建平安和谐社会,实现城市的共建、共治和共享,让城市成为人民群众安居乐业的美好家园。In the new era,it is of great significance to promote the modernization of grassroots governance system and governance capacity for the development of cities.Take the local government announcements of each mega city in China from 2017 to 2022 as samples,the modified theme network extraction model is used to extract the themes in the discourse system network of mega city grassroots governance,and then the basic concept and policy practice logic of China’s mega city grassroots governance is summarized from the macro perspective.In a further,it analyzes the relevance of the themes in the discourse system of each mega city,so as to summarize the core meaning of the grassroots governance guidance of each mega city in depth.The results show that,mega cities have their own characteristics in the orientation of the grassroots governance discourse system,but many of them also have a common orientation.The grassroots governance orientation of each mega city basically conforms to the three policy practice logic for realizing the spatial justice of urban grassroots governance in the new development stage:the political logic of“people’s character”,the governance logic of“urban character”and the technical logic of“individuality”.However,the practice of some mega cities on the technical logic of“individuality”still needs to be further improved.The themes in the discourse system of grassroots governance in mega cities are not isolated,but with connecting to other themes.The governance of mega cities is a complex and systematic project,with different governance concepts intertwining and closely dependent.The governments need to make full use of the system concept and system thinking,adhere to the system governance,rule of law governance,collaborative governance,smart governance and other governance concepts.And the governments need to improve the ability of urban sustainable development,build a safe and harmonious society,achieve urban co construction,co-governance and sharing,so that make the city a beautiful
