边疆民族地区推进农业农村现代化建设研究——基于广西的考察

摘　　要：农业农村现代化是实施乡村振兴战略的总目标。边疆民族地区农业农村现代化基础条件相对较为薄弱,基于对广西的考察发现,其全域性脱离绝对贫困的时间较短,石漠化覆盖范围较广,农产品深加工全产业链有较大提升空间,部分传统民居存在安全隐患。在政策支持下,粮食和重要农产品供给保障能力稳步提升,农业种业发展呈现良好势头,耕地保护红线进一步守牢,现代乡村产业体系蓬勃发展;乡村公共基础设施稳步推进,乡村风貌和乡村人居环境整治成效显著,县域内城乡融合发展初具规模。调研区域在基础设施、青壮年劳动力、全产业链发展和农产品经济效益等领域都有较大提升空间。为此,文章建议边疆民族地区农业农村现代化建设要做好巩固拓展脱贫攻坚成果同乡村振兴有效衔接工作,继续加强基础设施建设,提高农村青壮年劳动力综合素质,防止规模性返贫;加大农村实用人才的培育、引进、使用和激励;用好用活各类农业农村现代化建设支持政策。The modernization of agriculture and rural areas is the overall goal of the rural revitalization strate-gy.The basic conditions for agricultural and rural modernization in border ethnic regions are relatively weak.Based on the investigation in Guangxi,it is found that the time for the whole region to get out of absolute poverty is short,the coverage of rocky desertification is wide,the deep processing industry chain of agricultural products needs to be prolonged,and the traditional residential buildings have security risks.With policy support,the ability to ensure the supply of grain and important agricultural products has steadily improved,the development of the agricultural seed industry has shown a good momentum,the red line of arable land protection has been effectively controlled,and the modern rural industrial system has developed vigorously.Steady progress has been made in rural public infrastructure,remarkable progress has been made in improving the rural landscape and rural living environment,and the integrated development of urban and rural areas in counties has begun to take shape.The analysis of the research data shows that the research area has great room for improvement in the fields of infrastructure,young labor force,the development of the whole industrial chain and the economic benefits of agricultural products.Therefore,it is suggested that the modernization of agriculture and rural areas in border ethnic regions should effectively link poverty alleviation with rural revitalization,continue to strengthen infra-structure construction,improve the comprehensive quality of rural young labor force,and prevent the large-scale return to poverty.We should increase the cultivation,introduction,use and incentive of all kinds of practical talents in rural areas.We will use policies to support the modernization of agriculture and rural areas.
