摘  要:节约用水是国家意志和重要战略,实现碳达峰、碳中和是党中央的重大战略决策。在水资源节约集约利用中助力“双碳”目标实现,是当前节水管理工作面临的新挑战。基于行业用水过程及节水措施特点,系统解析了农业节水、工业节水、城镇生活节水的主要措施及其对碳排放的影响,梳理分类了节水强减碳、节水弱减碳、节水不减碳等行业节水措施,提出了行业节水减碳助力碳达峰、碳中和的实施路径及综合保障应对策略,为提升水资源及能源利用效率、深化节水与绿色低碳管理工作提供参考。Water conservation is a national imperative and a crucial strategic initiative.To peak carbon dioxide emissions and achieve carbon neutrality is a major strategic decision taken by the Central Committee of the Communist Party of China.A new challenge in current water conservation management is how to assist in achieving the carbon peaking and carbon neutrality goals while conserving and intensively using water resources.Based on the characteristics of water use in different industries and the features of water conservation measures,this study systematically analyzes the primary water conservation measures in agriculture,industry,and urban life,along with their impact on carbon emissions.It categorizes industry-specific water conservation measures into those that significantly reduce carbon emissions,those with a mild carbon reduction effect,and those without carbon reduction.The study proposes an implementation path for industry-specific water conservation measures that contribute to carbon peaking and carbon neutrality,as well as a comprehensive strategy to address these goals.This work aims to serve as a reference for improving the efficiency of water and energy resource utilization,deepening water conservation efforts,and advancing green and low-carbon management.
