摘　　要：9月1日,《无障碍环境建设法》正式实施,标志着我国开启无障碍环境建设法治化新征程。法条从多层次、多元化需求的角度阐述了无障碍设施建设的具体要求,涉及住房和城乡建设领域城市体检、城镇老旧小区改造、完整社区建设等多项工作。如何系统性地在住房和城乡建设领域各项工作中落实无障碍设施建设要求,无障碍环境建设发展规划、实施计划是前提,而以数字化技术应用为基础的城市无障碍环境建设专项体检则是发展规划、实施计划科学性的有力保障。本文重点介绍衢州无障碍环境建设专项体检数字化技术应用实践,衢州的“体检+问诊+规划实施一体化”模式,为推动城市无障碍环境智慧治理进行了有益探索。On September 1,the"Barrier-free Environment Construction Law"was officially implemented,marking the start of a new journey of barrier-free environment construction in China.The Law expounds the specific requirements for the construction of barrier-free facilities from the perspective of multi-level and diversified needs,involving a number of work in the field of housing and urban and rural construction,urban physical examination,renovation of old urban communities,and complete community construction.How to systematically implement the requirements of barrier-free facilities construction in various works in the field of housing and urban and rural construction,the development plan and implementation plan of barrier-free environment construction is the premise,and the special physical examination of urban barrier-free environment construction based on the application of digital technology is a strong guarantee for the scientific development plan and implementation plan.This paper focuses on the application practice of special physical examination digital technology for the construction of barrier-free environment in Quzhou,and the mode of"physical examination+consultation+planning and implementation integration"in Quzhou has carried out a beneficial exploration for promoting the smart governance of urban barrier-free environment.
