市辖区街道国土空间近期建设编制思路与规划策略研究——以兴隆庄街道国土空间近期建设规划为例

摘　　要：市辖区街道现阶段面临上位规划缺位、市级国土空间规划难以有效覆盖、街道诉求及项目实施无法有效反馈等诸多问题。基于补位研究编制国土空间规划及落实协调项目实施角度,制定了“发展规划研究+项目实施计划”的街道级国土空间近期建设规划编制内容,并从“问题-策略”“中长远目标谋远-近期目标实现”“总量统筹-时序供给”三个重点确定编制思路与策略,从而有效融入国土空间规划体系和引导街道城乡建设。At present,the streets under the jurisdiction of the city are facing many problems,such as the absence of superior planning,the difficulty in effectively covering the municipal land and space planning,and the inability to effectively feedback the demands of the streets and the implementation of the projects.Based on the complementary research to prepare the national territorial spatial planning and the implementation of coordinated project,the compilation content of the“development planning research+project implementation plan”for the short-term construction planning of the streetlevel national land space has been formulated.The compilation ideas and strategies have been determined from three key points“problem-strategy”,“long-term goals in combination of short-term goals”,and“total planning-time sequence supply”,so as to effectively integrate into the national territorial spatial planning system and guide the urban and rural construction at the street level.
