嵌入式福利治理:社会工作参与社区居家养老服务的行动逻辑

摘　　要：当前我国面临越来越严峻的养老形势,社区居家养老是当前国家应对人口老龄化所推行的一种养老模式。作为一种制度化和专业化的养老模式,亟需引入社会工作专业力量的参与。基于福利治理和嵌入性发展视角,梳理和分析了国内相关城市的经验,发现社会工作参与社区居家养老服务主要是从制度层面嵌入过渡到实践层面嵌入,制度层面的嵌入表现为国家和地方在政策上推动社会工作嵌入已有的社区居家养老服务体系之中,实践层面的嵌入则表现为社会工作在专业服务过程中逐步建立起与相关服务主体的联系,相比于直接递送式的福利治理,这是一种嵌入式福利治理,也是未来福利治理的趋势。Community home based elderly care is a kind of old-age model advocated by Chinese government.Social work participation in community home based elderly care services can address the issues faced by current community home care for the elderly.Taking the welfare governance and embedded development as the theoretical perspective,the research framework of social work participation in community home based elderly care services is established.From the perspectives of institutional entry mechanism and service embedding mechanism,the practical experience of social work in multiple cities in the community to participate in community pension is analyzed.Finally,it is pointed out that social work participation in community home based elderly care needs to go through a process from institutional entry to service embedding.
