摘　　要：十年来,“一带一路”倡议从理念到行动、从愿景到现实,业已成为广受欢迎的国际公共产品。针对传统公共产品供给在协商过程、产生方式、分配结果等环节存在的深层次困境,“一带一路”倡议以共商共建共享为指导原则,包含共商发展目标、共建发展议程、共享发展成果的完整过程。共商共建共享原则深刻体现了“一带一路”倡议作为公共产品的非竞争性和非排他性,顺应了公共产品供给创新和“一带一路”高质量发展的时代要求。展望未来,随着共建“一带一路”步入高质量发展阶段,中国与共建国家合作将继续朝着更高合作水平、更高投入效益、更高供给质量、更高发展韧性的方向发展,为推动国际发展合作和完善全球治理体系注入更多确定性、稳定性和正能量。Over the past decade,the Belt and Road Initiative has evolved from concept to action,from vision to reality,and has become a widely welcomed international public good.In view of the deep-rooted difficulties in the negotiation process,production method and distribution results of the supply of traditional public goods,the Belt and Road Initiative holds the principle of achieving shared growth through consultation and collaboration,and involves a complete process of jointly discussing development goals,jointly building development agendas and sharing development results.The principle of achieving shared growth through consultation and collaboration deeply reflects the non-competitive and non-exclusive nature of the Belt and Road Initiative as a public good,and meets the requirements of the times for innovation in the provision of public goods and high-quality development of the Belt and Road Initiative.Looking ahead,as the Belt and Road Initiative enters the stage of high-quality development,the cooperation between China and co-constructors will continue to move towards a higher level of cooperation,higher input efficiency,higher quality of supply and higher resilience,injecting more certainty,stability and positive energy into promoting international development cooperation and improving the global governance system.
