以共建创新共同体推进“一带一路”建设走向新阶段

摘　　要：共建“一带一路”十年成就斐然,但新阶段高质量共建“一带一路”也面临多重风险挑战:国际经济环境复杂多变,尤其是地缘经济割裂风险不断加剧,是来自外部环境的最大风险;中国自身科技创新和制度创新引领能力尚存明显短板,则是来自内部条件的最大挑战。应对新风险挑战,共建一个以中国为核心的“一带一路”创新共同体,是推进共建“一带一路”高质量发展走向新阶段的新方向。其具体路径包括:显著提升中国原创性科技创新能力,不断提升其科技创新引领能力;稳步扩大中国高水平制度型开放,加快提升其制度创新引领能力;形成有效市场与有为政府双轮驱动,实现政府与民间优势互补;拓展第三方市场合作等新模式,减轻地缘经济割裂的不利影响。The Belt and Road Initiative has made remarkable achievements in the past decade,while the high-quality development of the Belt and Road in the new stage also faces multiple risks and challenges.The complex and volatile international economic environment,especially the growing risk of geo-economic fragmentation,is the biggest risk from the external environment.China's own technological and institutional innovation leadership capabilities still have significant shortcomings,which is the biggest challenge from the internal conditions.To cope with new risks and challenges,jointly building a BR innovation community with China as the core is a new direction to promote the high-quality development of the Belt and Road to a new stage.The specific paths include:significantly enhancing China's original technological innovation capability to continuously enhance its technological innovation leadership capability;steadily expanding China's high-level institutional openness to accelerate its institutional innovation leadership capability;forming a dual-wheel drive of effective market and promising government to achieve complementary benefits between the government and the people;expanding new models such as third-party market cooperation to mitigate the adverse effects of geopolitical fragmentation.
