“海洋命运共同体”对全球海洋治理体系困境的“三维”超越

摘　　要：全球性海洋问题日益成为国际社会关注的热点,海洋面临严重的资源退化、生物多样性消失和可持续发展难以维持等挑战。全球性海洋问题推动了全球海洋治理的产生,并逐渐形成了治理体系,但现行的全球海洋治理体系在应对层出不穷的海洋问题上存在诸多困境,如治理理念滞后、治理制度存在多重缺陷以及治理主体仍是“中心-边缘”结构等,致使全球海洋治理成效不足。中国提出的海洋命运共同体理念,为全球海洋治理提供了新的理念引领。海洋命运共同体理念所包含的“合作共赢”“共同利益”和“公平正义”能够实现对现存全球海洋治理体系的价值理念、治理制度和治理主体结构所面临困境的超越,为推动全球海洋治理走向“善治”提供了理念支撑和制度保障。With the sea confronted with serious challenges such as resource degradation,loss of biodiversity and sustainable development,global ocean issues are increasingly emerging which have become hot topics of concern to the international community.Although such global oceanic issues have promoted the introduction of global ocean governance and thus the global ocean governance system has in turn been gradually established,the current global governance system still faces many predicaments in dealing with the endless ocean issues,i.e.the outdated governance concept,multiple defects in the governance regimes and the governance subjects being still in the"center-margin"structure,etc.,resulting in the malfunction and insufficient effect of global ocean governance.Such a situation is in urgent need to improve.In order to respond to the malfunction and predicaments of the global ocean governance,China has put forward the concept of a maritime community with shared future which provides a new concept leading for global ocean governance.We argue that the"win-win through cooperation"""mutual benefits"'and"fairness and justice"'contained in the concept of a maritime community with shared future can realize the surmounting of predicaments suffered by the global ocean governance system in the concept of values,governance regimes and the structure of the governance subjects,and provide conceptual support and regime guaranty for the global ocean governance system to develop towards"sound governance".
