摘　　要：公民网络道德建设是网络意识形态工作的重要内容,是维护社会秩序和谐稳定的必然要求,是提高公民整体道德素质的题中之义,具有重要的现实意义和实践价值。公民网络道德建设是一项紧迫的任务,也是一项长期的工程。当前,公民网络道德建设面临一些困境,部分网民存在道德认知模糊、情感匮乏、意志薄弱、行为失范等问题。对此,应大力弘扬社会主义核心价值观,强化思想教育,加强网络治理和监管,提倡自律和他律统一,以提升公民网络道德水平,营造清朗文明的网络空间,推动新时代公民网络道德建设不断迈上新的台阶。The construction of citizens'network morality is an important content of the construction of network ideology,an inevitable requirement of maintaining the health and stability of social order,and the meaning of improving the overall moral quality of citizens.It has important practical significance and practical value.The construction of network citizen morality in the new era is a long-term and urgent task.However,there are some difficulties in the construction of citizen's network morality,such as fuzzy cognition,lack of emotion,weak will and misbehavior.To this end,we should vigorously promote the mainstream core values,strengthen the role of ideological education,strengthen the network governance and supervision,adhere to self-discipline and heteronomy,and other practical approaches to improve citizens'network ethics,so as to create a clean and civilized network space.
