论建设现代化产业体系须坚持的基本原则——基于马克思产业理论体系的阐释

摘　　要：建设现代化产业体系是党的二十大报告关于“加快构建新发展格局,着力推动高质量发展”的一项重大决策部署。现代化产业体系的建设和相应的生产关系的完善为中国式现代化的实现提供了重要的产业基础和经济基础,其既需要遵循产业现代化一般规律、也要符合中国经济社会发展实际。为了更好指导我国现代化产业体系的发展,亟需通过学习《马克思恩格斯全集》历史考证版(MEGA)第二部分,科学运用马克思产业理论体系及其科学的经济分析方法,更好回答我国产业经济发展所遇到的理论与实践问题。以马克思产业理论体系的具体方法论为指导,结合中央财经委员会第一次会议关于建设现代化产业体系必须做到“五个坚持”的会议精神,可以得出构建现代化产业体系的政治经济学策论。具体来说:以产业资本和虚拟资本理论为总体指导,要求防止脱实向虚;以产业资本循环理论及相对人口过剩理论为指导,需要稳中有进、循序渐进;以产业协调发展理论为指导,要求三次产业融合发展;以产业升级理论为指导,要求推动传统产业转型升级;以产业安全与分工理论为指导,要求开放合作,确保产业安全。Building a modern industrial system is a major decision and deployment in the report of the 20th National Congress of the Communist Party of China on“accelerating the construction of a new development pattern and focusing on promoting high-quality development”.The construction of modern industrial system and the improvement of corresponding production relations provide an important industrial and economic basis for the realization of Chinese path to modernization,which should not only follow the general laws of industrial modernization,but also conform to the reality of China's economic and social development.In order to better guide the development of China's modern industrial system,it is urgent to study the second part of the“Complete Works of Marx and Engels”(MEGA),scientifically apply the Marxist industrial theory system and its scientific economic analysis methods,and better answer the theoretical and practical problems encountered in China's industrial economic development.Guided by the specific methodology of Marx's industrial theory system and combined with the spirit of the first meeting of the Central Committee of Finance and Economics on the necessity of achieving the“Five Persistences”in building a modern industrial system,a political and economic strategy for building a modern industrial system can be derived.Specifically,guided by the theories of industrial capital and virtual capital,it is required to prevent the shift from reality to emptiness;Guided by the theory of industrial capital circulation and the theory of relative overpopulation,it is necessary to make progress steadily and gradually;Guided by the theory of coordinated industrial development,it is required to integrate the development of three industries;Guided by the theory of industrial upgrading,it is required to promote the transformation and upgrading of traditional industries;Guided by the theory of industrial security and division of labor,open cooperation is required to ensure industrial security.
