摘　　要：新时代我国超大城市亟待向高质量发展转变升级,且这一过程仍须进行理论和实践上的探索。相比目前学术界关于超大城市经济高质量发展的具体化研究视角,马克思主义经济学尤其是马克思社会有机体理论思想,能够提供更具本质性和系统性的研究思路。本文即以马克思社会有机体理论为思想基础,系统解析我国超大城市经济高质量发展的理论内涵,并将其概括为三重内涵和三重体系:一是基本内涵,即构建畅通有序、运行高效的高质量城市基本经济体系;二是生态内涵,即形成良性循环、优美宜居的高质量城市生态经济体系;三是开放内涵,即打造分层辐射、合作共赢的高质量城市开放经济体系。这从不同维度刻画和回答了何为超大城市经济高质量发展,从而为相关改革实践提供理论参照系。在此基础上,阐明要推动我国超大城市逐步趋向以上理论参照系,应坚持以人民利益为根本导向,充分发挥技术创新力的根本动力作用、制度创新力的直接动力作用以及新发展理念引领的关键动力作用,并协同提升“技术创新-制度创新-理念引领”的系统合力,探索具有中国特色的超大城市经济高质量发展之路。In the new era,China's mega cities urgently need to transform and upgrade towards high-quality economic development,and this process still requires theoretical and practical exploration.Compared to the current concrete research perspective on the high-quality economic development of mega cities in the academic community,Marxist economics,especially Marx's social organism theory,can provide a more systematic and essential research approach.This article is based on Marx's social organism theory,systematically analyzing the theoretical connotation of high-quality economic development in China's mega cities,and summarizing it into three connotations and three systems:(1)basic connotation,which is to build a smooth,orderly,and efficient urban basic economic system;(2)ecological connotation,which is to form a high-quality urban ecological and economic system with a virtuous cycle and beautiful livability;(3)connotation of openness,which means creating a high-quality urban open economic system with layered radiation and win-win cooperation.This analysis characterizes and answers the definition of high-quality economic development in mega cities from different dimensions,thus providing a theoretical reference frame for relevant reform practices.On this basis,it is clarified that in order to promote the gradual trend of China's mega cities towards the above theoretical reference frame,we should adhere to the fundamental guidance of the people's interests,fully leverage the fundamental driving force of technological innovation,the direct driving force of institutional innovation,the key driving force of the new development philosophy,and enhance the systematic synergy,so then explore the path of high-quality economic development in mega cities with Chinese characteristics.
