摘　　要：全面抗日战争时期,经济学家厉德寅先后负责四联总处、中美英平准基金会的统计研究工作,积极投身外汇政策研究。他坚持客观严谨的科学分析,指出国民政府的政策弊端和危害,预测并总结早期中英平准基金的政策失利;以消除外汇黑市的负面影响为核心,提出“隔离黑市政策”。任职中美英平准基金会时期,他从维护中国外汇政策自主性和抗战大后方经济稳定的立场出发,重订外汇管理方案,重视国内物资生产与流通的作用,具有相当的资政价值。本研究从重要经济学家的视角,对战时国民政府外汇管理的决策、执行与效果提供了新的历史评估参考。During the period of Chinese Anti-Japanese War,Economist Li Tehyin actively engaged in the study of foreign exchange policy,focusing on the elimination of the impact of the black market of foreign exchange,drawing the lessons of foreign exchange management in the early stage of the war,and proposing the“isolation policy against black market”.He adhered to objective and rigorous scientific analysis and pointed out the harms of the policies of the Nationalist Government.At the Chinese-American-British Stabilization Fund,he reformulated the plan for safeguarding the autonomy and independence of the Chinese foreign exchange policy,which had important consulting value for Chongqing authorities.Thus,from the view of an important economist,this study provides a new historical evaluation reference for the decision,implementation,and effectiveness of the foreign exchange management of the Nationalist Government during wartime.
