摘　　要：乌兹别克斯坦的贫困问题与经济转轨及社会经济发展趋势密切相关。独立初期该国经济一度陷入缓慢发展阶段,加之转轨后收入分配和社会福利制度的变化,贫困问题开始成为社会问题。乌兹别克斯坦的贫困问题具有典型的人群分层特征、地域差别特征并与失业率正相关。自米尔济约耶夫执政以来,乌兹别克斯坦政府制定了一系列减贫战略和减贫政策,主要从经济改革入手,努力增加就业,抹平收入分配鸿沟并在社会福利方面不断完善社会保障政策,对贫困人口进行帮扶和社会救济,贫困状况正在得到有效改善。在联合国千年发展目标的全球减贫合作框架内,减贫国际合作也成为乌兹别克斯坦国家战略的有机组成部分。乌兹别克斯坦积极参与减贫国际合作,加入了一系列减贫国际机制,以此推动国家减贫事业取得积极进展。Poverty has become a social problem owing to low rate of growth over the early years of the independence of Uzbekistan and the changes in income distribution and social welfare.Positively correlated to the unemployment rate,poverty is characterized by crowd stratification and regional differences.Since the inauguration of Mirziyoyev,the Uzbek government stipulated a series of poverty alleviation strategies and policies aimed at enhancing employment,filling the gap of income distribution,improving social security policies,and helping poor people and implementing social assistance measures and the poverty problem has been ameliorated.In addition,Uzbekistan is taking an active part in international cooperation for poverty alleviation by joining a series of international mechanisms to fulfill its national aspiration for poverty alleviation and its efforts have attained laudable progress.
