中央环保督察的微观治理效果评估——基于A股上市公司的经验证据

摘　　要：随着中国环境保护力度加强,环境污染问题得以改善,但地方政府以及企业经济利益与环境保护的矛盾并未真正化解,而中央环保督察制度为此难题提供了解决思路。为探究中央环保督察能否以及如何影响微观企业的环境行为,基于2011—2019年披露排污费信息的225家沪深A股上市企业数据进行实证。研究发现:第一,中央环保督察能够在短期内显著提升企业环境绩效;第二,中央环保督察对国有企业、水污染类型企业、环境规制较弱地区的企业以及竞争程度较强行业的企业存在显著环境绩效提升作用;第三,中央环保督察通过增强地方环保压力、促进社会监督影响企业环保行为,却未能显著提升公众环保意识。上述研究为中央环保督察的有效性提供了微观证据,对其制度和治理手段的完善提供了政策启示。As the environmental protection in China strengthens,the problem of environmental pollution has been gradually addressed.However,the contradiction between the economic interests of local governments and enterprises and environmental protection has not been truly resolved,and the central environmental protection inspection system provides a solution to this problem.In order to explore whether and how the central environmental protection supervision can affect the environmental behaviors of micro-enterprises,this paper conducts an empirical study of the data of 225 A-share listed companies in Shanghai and Shenzhen that disclosed pollution discharge fee information from 2011 to 2019.Research finds that the implementation of the central environmental protection supervision can significantly improve the environmental performance of enterprises in the short term.Furthermore,the central environmental protection supervision has a significant effect on improving the environmental performance of state-owned enterprises,water-polluting enterprises,enterprises in the areas with weak environmental regulations,and enterprises in the industries with stronger competition.Additionally,the central environmental protection inspector has influenced the environmental protection behaviors of enterprises by enhancing the local environmental protection pressure and promoting the public supervision,but has failed to significantly improve public environmental awareness.Current research provides the micro-evidence for the effectiveness of the central environmental protection inspection,and provides policy inspirations for the improvement of its system and governance methods.
