摘　　要：利用政策工具驱动产业转移是我国优化区域产业链布局、促进区域协调发展的重要手段,但目前国家级承接产业转移示范区对城市资源配置的政策效应并不明确。文章基于HK模型,测算了2007—2016年中西部160个地级以上城市的资源错配程度,并利用双重差分法,评估了产业转移示范区对城市资源配置的政策效应。研究发现:产业转移示范区显著加剧了产业承接地城市的资源错配程度,并且经过稳健性检验后该结论依然成立。但在不同的区域、是否明确承接目标和不同市场化程度的城市,其政策效果存在着明显差异。从机制上看,政府竞争压力强化了示范区对产业承接地城市资源错配的加剧作用;政府能力有助于减弱产业转移示范区对产业承接地城市资源错配的加剧作用。本文的研究对优化产业转移政策,从而提高中西部城市资源配置效率,推动中西部地区经济高质量发展具有重要的现实意义。Policy tools can be utilized to drive the industrial transfer, which is an important means for China to optimize the layout of regional industrial chains and promote coordinated regional development. However, it is still not clear to see the policy effects that the national industrial transfer demonstration zones make on the allocation of urban resources. Based on the HK model, this paper measures the degrees of resource misallocation in 160 cities above the prefecture level in the central and western regions from 2007 to 2016, and uses the double difference method to evaluate the policy effects of industrial transfer demonstration areas on urban resource allocation. Research shows that the industrial relocation demonstration zones significantly intensify the degree of resource misallocation in cities, and this conclusion still remains effective after a series of robustness tests. However, obvious differences in the polity effects exist in the different regions, as to whether they clarify the relocation goals and in the cities with different degrees of marketization. In terms of mechanism, the pressure of government competition has intensified the aggravating effect of the demonstration zones on the resource misallocation of relocation cities. Government capacity can help reduce the aggravating effect of industrial transfer demonstration zones on the resource misallocation of relocation cities. Current research is of greatly practical significance for optimizing the industrial transfer policies so as to improve the efficiency of resource allocation in the central and western cities, and promote the high-quality economic development in the central and western regions.
