摘 要:近代中国茶叶检验制度是在印度和日本等国茶业崛起、英美等国茶叶检验制度相继建立、世界茶叶市场准入门槛不断提高、华茶外销市场不断丧失的背景下逐步建立的。虽然这一制度未能从根本上实现振兴近代中国茶业的目的,但其加强了政府对茶业活动的管理,实现了从被动禁止伪劣茶出口到主动监管和指导茶叶生产的转变,提高了华茶质量,有助于保障茶叶卫生安全,在一定程度上促进了华茶外贸的发展,也为新中国茶叶检验制度的确立作了铺垫。The modern Chinese tea inspection system was gradually established against the backdrop of the rise of tea industries in countries such as India and Japan,the establishment of tea inspection systems in countries such as the United States and the United States,the continuous increase in the entry threshold for the world tea market,and the continuous loss of the Chinese tea export market.Although this system did not fundamentally achieve the goal of revitalizing modern Chinese tea industry,it strengthened the government's management of tea industry activities,achieved a shift from passive prohibition of fake and inferior tea exports to active supervision and guidance of tea production,improved the quality of Chinese tea,helped to ensure the health and safety of tea leaves,promoted the development of Chinese tea foreign trade to a certain extent,and laid the foundation for the establishment of a tea inspection system in New China.
