公共图书馆法治化水平提升路径研究——以《湖北省公共图书馆条例》修订为例

摘　　要：文章分析了我国公共图书馆地方立法现状和存在的问题,以《湖北省公共图书馆条例》修订为例,对湖北公共图书馆地方立法的创新亮点进行总结,探讨了公共图书馆地方立法的优化方法。文章建议从法治建设均衡化、体系条款科学化、地方立法特色化、配套保障可及化、自身建设标准化等方面着手,不断提升公共图书馆法治化建设水平。This article analyzes the current situation and problems of local legislation in public libraries in China,taking the revision of the Hubei Provincial Public Library Regulations as an example,summarizes the innovative highlights of optimizing local legislation in public libraries in Hubei,and explores the path to improve the level of rule of law in public libraries.It is recommended to constantly promote the rule of law construction of public libraries from such aspects as balancing the construction of the rule of law,making system provisions scientific,characterizing local legislation,making supporting guarantees accessible,and standardizing their own construction.
