摘　　要：文章以内源发展理论为基础,构建以用户需求为起点,兼顾基层图书馆内部资源、能力和外部发展环境的战略发展模型,提出了模型的总体框架,并对战略分析、战略执行及战略绩效评估等方面进行了探讨,以期对推动基层图书馆实现高质量发展有所助益。Based on the theory of endogenous development,this paper constructs a strategic development model with user needs as the starting point,taking into account the internal resources,capabilities and external development environment of grassroots libraries,puts forward the overall framework of the model,and discusses the strategic analysis,strategic implementation and strategic performance evaluation,in order to promote the high-quality development of grass-roots libraries.
