基于CVM的文化旅游资源非使用价值评估——以哈尔滨市道里区历史城区为例

摘　　要：本文运用条件价值评估法(CVM),评估哈尔滨市道里区历史城区的非使用价值。结果表明:2021年哈尔滨市道里区历史城区非使用价值为18.04亿元,其中存在价值>选择价值>遗产价值,人均意愿保护支付金额为60元。文章通过对支付意愿影响因素的分析得知,未来应进一步提高公众受教育水平及对历史文化资源的保护意识,完善管理体制,提升宣传力度。This paper uses the contingent valuation method(CVM)to assess the non-use value of Harbin Daoli historic urban area,the results show that the non-use value of Harbin Daoli historic urban area in 2021 is 1.804 billion yuan,of which the existence value>option value>bequest value,and the per capita amount of willingness to pay is 60 yuan.Through the analysis of the influencing factors of willingness to pay,in the future,we should further improve the public's education level,the protection awareness of historical and cultural resources,the management system,and enhance advocacy efforts.
