摘 要:自2020年起,中国与东盟互为第一大贸易伙伴,双边经贸合作进入全新阶段。中国—东盟自由贸易区升级版协定已签署超过七年,与RCEP、CPTPP等最新的国际经贸规则相比,还存在贸易便利化政策水平有待提高、服务贸易开放承诺水平不高、未涉及新贸易方式和新贸易需求的内容、投资政策不够便利等问题。在中国—东盟自由贸易区3.0版建设中,可以在对标RCEP、CPTPP等先进自由贸易规则的基础上,提高谈判标准,探索解决目前RCEP实施过程中存在的困难问题,进一步提升贸易便利化水平和投资自由化水平、拓展新贸易方式和新贸易需求、创新通关便利化条款。Since 2020,bilateral economic and trade cooperation between China and ASEAN has entered a newstage,with both sides becoming each others largest trading partners.Although the Upgraded Agreements of China-ASEAN Free Trade Area has been signed for more than 7 years,there are still some problems compared to the latest international economic and trade rules such as RCEP and CPTPP.Such as the level of trade facilitation policies needs to be improved,the level of commitment to open trade in services is not high,the contents of new trade modes and new trade demands are not covered,and the investment policies are not convenient enough.In the Version 3.0 Construction of China-ASEAN Free Trade Area,it is not only possible to improve the negotiation standard on the basis of benchmarking advanced free trade rules such as RCEP and CPTPP,but also to explore and solve the difficult problems existing in the current implementation of RCEP.It can further enhance the level of trade facilitation and investment liberalization in the FTA,expand new trade modes and new trade demands,innovate the customs clearance facilitation clause.
