摘  要:以风电光伏为主的新能源和外电入鲁在山东电网占比不断地增加,对电网安全稳定运行带来了严峻考验,主管部门对省内并网机组一次调频动态性能提出了严格的要求,而承担调频、调峰主力的火电机组面临更为严厉的考核,特别是在冬季供热季以保民生供暖为主,导致调频性能合格率整体偏低。为此提出一种基于机组安全稳定运行,在大抽汽流量条件下能快速提升一次调频负荷补偿速度的控制方法。通过对比历史数据和曲线变化分析不同的压力、负荷条件下机组运行特性,制定针对性控制方案和策略,采用模拟仿真与火电机组运行试验相结合的手段,最终实现提升一次调频负荷反应速度的目标。该控制策略在德州700 MW机组大抽汽流量下得到成功应用,通过调节频率偏差一次调频补偿负荷,提高快速响应能力,满足了山东电网“两个细则”考核要求,达到预期效果,可在北方供热机组进行全面推广。The continuous increasing proportion of wind and photovoltaic based new energy and external-input power supply in Shandong Power Grid has posed a severe challenge to the safe and stable operation of the power grid.The relevant administrative departments have put forward strict requirements for the dynamic performance of primary frequency regulation of grid connected units in the province.This makes thermal power units face stricter assessment as they bear the major responsibility for frequency regulation and peak shaving.And the situation becomes notably serious in winter,since then thermal power units mainly focus on ensuring people′s livelihood,resulting in a low overall qualification rate of frequency regulation performance.This article proposes a control method that can quickly improve the load compensation speed of primary frequency regulation under high extraction flow conditions while ensuring the safe and stable operation of the unit.By comparing historical data and curve changes,the operating characteristics of the unit under different pressure and load conditions are analyzed.Based on the analysis and by combining simulation and thermal power unit operation tests,the specifically targeted control plans and strategies are determined,which ultimately facilitate improving the load response speed of primary frequency regulation.The successful application of this control strategy in an exemplary 700 MW unit with large extraction flow in Dezhou has improved the fast response ability by adjusting the frequency deviation and compensating for the load through primary frequency regulation,thereby meeting the"Two Detailed Rules"assessment requirements by Shandong Power Grid and achieving the expected effectiveness.The proposed control strategy deserves expansive application in northern heating units.
