摘　　要：建立创新能力评价指标体系不仅是制定区域发展战略的重要前提,还是检测和评价地区创新工程实施状况的监视器,然而在市级范围尚未有统一的测度和计量标准。为此,文章选取先进地区作为标杆,采用标杆法建立评价体系,对南通市各区(县)区域创新能力进行量化分析,明确南通市区域创新驱动发展面临的机遇与挑战,为南通市的创新发展提供理论和现实指导。Establishing an innovation capability evaluation index system is not only an important prerequisite for formulating regional development strategies,but also a monitor for detecting and evaluating the implementation status of regional innovation projects.However,there is no unified measurement and measurement standard at the municipal level.Therefore,this article selects advanced regions as benchmarks and establishes an evaluation system using benchmarking method.It quantitatively analyzes the innovation capacity of various districts(counties)in Nantong,clarifies the opportunities and challenges faced by Nantong’s regional innovation driven development,and provides theoretical and practical guidance for Nantong’s innovation development.
