摘　　要：随着“双碳”目标提出,可再生资源、天然气等低碳能源的发展将成为未来能源发展的主流。川渝地区拥有资源禀赋优势,在天然气行业具有巨大的发展潜力和空间。为了推进川渝地区天然气的快速发展,对天然气行业发展现状进行调研,分析影响天然气行业的各种因素,有针对性地提出了下步发展建议。研究结果表明:川渝地区天然气行业影响因素主要有天然气市场供需影响、经济发展态势影响、能源产业规划布局影响以及国家及地方能源政策影响。立足川渝地区的资源状况和天然气市场结构,提出以下四项建议:①积极推进天然气基础设施建设,包括完善川渝地区储气库等基础设施建设、完善天然气(页岩气)生产基地建设和打造天然气示范利用区;②加快行业数字化转型与智能化发展创新;③主动适应天然气行业体制改革措施;④加快从传统能源向“油气氢电”综合能源转型发展,包括加快推进新能源产业融合发展、加大氢能产业布局和推动天然气发电利用“降碳增效”。As the proposed"dual-carbon"goal,some low-carbon energy such as renewable resources and natural gas has become increasingly prevalent in the future energy development.There are abundant resources in Sichuan-Chongqing area with great potential and space for natural-gas development.In order to push the rapid development in this area,present situation was investigated for natural-gas industrial development,all kinds of factors affecting the industry were analyzed,and corresponding suggestions on the next development were put forward.Results show that the natural-gas industry in Sichuan-Chongqing area is mainly affected by four factors,including supply and demand of natural-gas markets,economic development tendency,planning and layout of energy industry,and national and regional energy policies.In addition,four suggestions are made according to resource status and gas market structure in this area,such as vigorously construct gas-related infrastructures,including underground gas storages,(shale)gas production bases,and demonstrative gas utilization zones;accelerate industrial innovation by digital transformation and intelligent development;actively adapt to system reform in natural-gas industry;and accelerate the transformation from traditional to integrative energy(i.e.oil,gas,hydrogen,and power),for example advancing the integration with renewable energy industry,expanding the hydrogen industrial layout,and pushing the carbon-emission reduction and efficiency improvement in natural-gas power generation and utilization.
