摘　　要：俄乌战争是“二战”后欧洲最大的地缘政治危机,更是一场影响全球秩序的战争。然而,与其说它是乌克兰与俄罗斯之间的战争,倒不如说是一场美国领导下的代理人战争,是美国及西方集团与俄罗斯的比拼和较量。一年多来,俄乌战争过程跌岩起伏,从“特别军事行动”演变为一场旷日持久的消耗战。The Russia-Ukraine War,essentially a contest between the Western world and Russia,has shifted the strategic priorities of the West led by the U.S.,Western nations have embarked on a historic effort to re-arm,allocating substantial public and private resources to bolster the military industry This initiative is aimed at preparing for the protracted conflict between Russia and Ukraine and also for addressing geopolitical risks in the Asia-Pacific area.Nevertheless,the West faces several challenges in the reconstruction of the ‘Arsenal of Democracy’and it is imperative to recognize that this objective cannot be accomplished ina single stride.
