水利工程移民搬迁规划安置设计重难点及应对措施

摘　　要：以四川省崇州市李家岩水库工程为例,阐述移民搬迁安置规划方案,提出搬迁安置人口的计算方法,就水利工程移民安置重难点进行分析,如基础性工作的落实、移民规划安置工作周期等,提出改变观念、制定规划、提升规范性、因地制宜多种方法,有效提高水利工程移民安置规划设计水平,在设计方案的指导下顺利开展水库移民安置工作。This paper takes Lijiayan Reservoir project in Chongzhou City,Sichuan Province as an example,expounds the relocation planning scheme for immigrants,puts forward the calculation method of relocation population,and analyzes the key and difficult points of resettlement of water conservancy projects,such as the implementation of basic work,resettlement planning work cycle,etc..Various methods such as changing ideas,formulating plans,improving norms and adapting to local conditions were put forward to effectively improve the planning and design level of resettlement for water conservancy projects,and the resettlement work of reservoir was carried out smoothly under the guidance of the design scheme.
