《消除对妇女一切形式歧视公约》定期报告制度与中国实践——对中国第九期国家报告的审议

摘　　要：国家报告制度是联合国条约机构强制性的监督机制,主要通过报告的撰写、报告的审议和对结论性意见的执行等环节来对缔约国履行人权条约的情况进行监督,以促动人权的发展。《消除对妇女一切形式歧视公约》缔约国履行报告义务的意义不仅在于让这些国家有机会梳理妇女人权的发展状况,而且还能促动其在国际、国内层面的人权对话与共识。近年来,消除对妇女歧视委员会逐步推动简化报告程序的实施,并将《2030年可持续发展议程》目标纳入国家报告的编纂细则,以推动国家报告机制工作效率和效果。作为《消除对妇女一切形式歧视公约》最早的缔约国之一,中国始终高度重视与消除对妇女歧视委员会的合作,并于2023年5月12日接受了该委员会对于第九期国家报告的审议。在审议会议中,中国代表团在展示妇女人权发展成就的同时,也提出了遇到的困难与发展措施,以期进一步扩大与联合国的国际交流,共同推动妇女人权事业的进一步发展。The state reporting mechanism is a mandatory monitoring mechanism of United Nations treaty bodies,which mainly monitors the implementation of human rights treaties by states parties through drafting and consideration of the reports as well as follow-up to the implementation of concluding observations,so as to promote the development of human rights.The significance of this reporting obligations lies not only in providing states parties with an opportunity to summarize the development of women’s human rights,but also to enhance human rights dialogue and consensus at international and national levels.In recent years,the Committee on the Elimination of Discrimination against Women has gradually promoted the implementation of simple reporting procedures and included the 2030 Agenda for Sustainable Development into the compilation of state reports,aiming to improve the efficiency and effectiveness of the state reporting mechanism.As one of the earliest States parties to the Convention,China has always attached great importance to cooperation with the Committee on the Elimination of Discrimination against Women.And on 12 May 2023,China’s ninth periodic report was reviewed by the Committee.During the review meeting,while showing achievements in the development of women’s human rights in China,Chinese delegation also put forward the difficulties encountered and future plans,with a view to further international communication with United Nations and jointly promoting the cause of women’s human rights.
