相对贫困视角下女性劳动力多维贫困分析

摘　　要：贫困问题是当今社会最热点、最尖锐、最棘手的社会问题之一,其具有一张女性面孔,为此应重点关注女性贫困人口话题。为厘清我国女性劳动力人口多维贫困状况,基于CGSS2018数据,从经济、教育、健康、资产、空闲时间、交往及社会参与6个维度,构建针对女性劳动力的多维贫困指标体系并展开具体分析。研究发现:女性劳动力在空闲时间、交往及社会参与、资产和教育4个维度的贫困发生率超过50%;在经济、教育和健康3个维度的贫困发生率高于男性劳动力群体;大部分女性劳动力面临4个维度及以上的贫困问题;年龄在45~55岁、西部地区和农村地区的女性劳动力群体多维贫困发生率明显高于其他地区。我们应从家庭、社会和政策三个层面纾解女性劳动力多维贫困问题,从根源上消除大规模女性劳动力贫困人口的产生。Poverty,as one of the most hot,acute and intractable social problems in today’s society,has a female image,so we should focus on the topic of female poor population.In order to clarify the multidimensional poverty of China’s female workforce,based on CGSS2018 data,this paper constructs a multidimensional poverty indicator system for female workforce from six dimensions—economy,education,health,assets,leisure time,communication and social participation—and carries out a specific analysis.The results show that the poverty rate of female workforce is higher than 50%in four dimensions of free time,communication and social participation,assets and education.The incidence of poverty in three dimensions of economy,education and health is higher than that of male workforce.Most women in the workforce face poverty in four or more dimensions.The incidence of multidimensional poverty among female workforce groups aged 45~55 years,western regions and rural areas is significantly higher than in other regions.Finally,the paper puts forward constructive suggestions to alleviate the multidimensional poverty of female workforce from three aspects:family,society and policy,emphasizing that the occurrence of large-scale female workforce poverty should be eliminated from its root.
