多元主体协同视角下的老旧社区微空间改造公众参与机制优化研究

摘　　要：针对城市老旧社区微空间改造中公众参与机制体系失衡、参与平台与流程不健全、参与主体共治能力不足等问题,通过对代表性实践中公众参与的组织形式、主体构成、机制模式等方面予以解析,提出老旧社区微空间改造应从“政府主导、自上而下”转变为“政府引导、多元参与”,构建形成“政府监督引导、居民主体自治、专业力量支持、市场可控引入”的多元主体协同参与模式,并创设线上、线下相结合的公众参与平台及实施流程。最后,提出创新相关政策制度、拓宽改造资金供给来源、增强社区治理能力、构建有效闭环反馈机制四方面公众参与实施保障措施。This study addresses issues related to the imbalance of public participation mechanisms,inadequate participation processes and platforms,and insufficient collaborative governance capacity in the micro-space renovation in Old urban Communities.By analyzing various forms of public participation,stakeholders'composition,and mechanism models in current practices across different regions,it proposes a shift in the approach to micro-space renovation from“government-led,top-down”to“government-guided,diversified participation”.This transition aims to establish a collaborative model involving multiple stakeholders,including“government supervision and guidance,resident self-governance,professional support,and controlled market entry”,facilitated by both online and offline participatory platforms.Lastly,the study suggests innovative policy frameworks,diversification of funding sources for transformation,enhancement of community self-governance capabilities,and the establishment of an effective closed-loop feedback mechanism as safeguards for implementing public participation.
