新内源发展:乡村旅游驱动贫困村迈向共同富裕的“郝峪模式”

摘　　要：乡村共同富裕作为全面实现共同富裕的薄弱环节和难点问题备受关注。以山东省中郝峪村为典型案例,运用半结构化访谈、观察法等质性研究方法,从新内源性发展理论视角切入探索当地乡村旅游发展驱动乡村共同富裕的过程与机制。研究发现,乡村旅游发展并推动共同富裕过程经历了不同阶段并产生了不同发展效果。在地乡村精英催生了乡村旅游的萌芽,但其在知识、见识和能力上的局限性无法更高效推动乡村旅游高质量发展,而返乡创业者回嵌乡土并引入外部资源成为推动乡村旅游发展的新动力,乡村旅游地得以迈进高质量发展并推动乡村迈向共同富裕道路,全体村民参与和公平利益分配机制成为乡村共同富裕的有效路径,乡村精英的交替和协作成为乡村共同富裕的关键。内外资源联动的新内源性发展模式保障了地方发展自主权,维护了居民主体地位,推动了居民参与和认同提升,有效推动全体村民物质与精神的共富。研究建议:资源禀赋优良的乡村可将乡村旅游作为增收致富路径选择,发展过程中要充分发挥返乡创业和在地精英群体的引领作用,共同创新发展村集体经济。Rural common prosperity has attracted much attention as a weak link and difficult problem in the comprehensive realization of common prosperity.Taking Zhonghaoyu Village as a typical case,qualitative research methods such as semi-structured interview and observation are used to explore the process and mechanism of rural tourism development driving rural common prosperity from the perspective of new endogenous development theory.The study found that the process of rural tourism develop-ment and promotion of common prosperity went through different stages and produced different development effects.Local rural elites promoted the germination of rural tourism,but their limitations in knowledge,insight and ability could not effectively pro-mote the high-quality development of rural tourism,and returning entrepreneurs'embeddedness in rural areas and introduction of external resources became the new driving force to promote the development of rural tourism The rural tourism destination can develop in high quality and promote the countryside to the road of common prosperity.The participation of the whole people and the fair interest distribution mechanism become the effective path of common prosperity of the countryside.The alternation and co-operation of the leading forces of rural tourism development become the key to common prosperity of the countryside,The new en-dogenous development mode of the linkage of internal and external resources guarantees the autonomy of local development,main-tains the dominant position of residents,promotes the participation and identification of residents,and gradually realizes the material and spiritual prosperity of all villagers.Research suggestions:Villages with excellent resource endowment can choose rural tourism as the path to increase income and get richIn the process of development,the leading role of returning home to start businesses and local elite groups should be given full play,and the collective economy of villages should be innovatively developed to realize the sharing o
