着眼共同富裕提高养老保障水平:以浙江省为例

摘　　要：现阶段,我国养老保障体系的覆盖范围持续扩大,待遇水平显著提高,支出占比逐年提升,财政补助不断增加。从实现共同富裕的目标来看,当前的养老保障体系建设还面临一些挑战,包括养老保障体系的目标定位缺乏总体考虑,统筹层次高低不均,身份与户籍限制流动,制度体系衔接运行不畅,筹资与待遇机制有待完善,财政支出责任边界不清等。为此,需要调整目标定位,提高统筹层次,打破身份与户籍限制,加强制度衔接和部门协同,完善筹资与调整机制,建立风险应对机制。浙江作为省级共同富裕示范区,在完善养老保障各项制度、提升老年人生活品质等方面作出了有益探索,取得了积极的制度成效。As a provincial common prosperity demonstration area,Zhejiang has made beneficial exploration in improving various systems of old-age security and improving the quality of life of the elderly,and has achieved positive institutional results.At present,the coverage of China's old-age security system continues to expand,the treatment level of the old-age security system has significantly improved,the proportion of expenditure on old-age security has been increasing year by year,and the financial subsidies for old-age security have been continuously increasing.From the perspective of achieving the goal of common prosperity,the current old-age security system,whether in Zhejiang or in the whole country,still faces some challenges,including the lack of overall consideration of the goal orientation of the old-age security system,the uneven level of overall planning,the restrictions on mobility of identity and registered residence registration,the poor connection and operation of the system,the financing and treatment mechanism to be improved,and the unclear boundary of financial expenditure responsibility.Therefore,it is necessary to adjust the target orientation,improve the level of overall planning,break the restrictions of identity and registered residence registration,strengthen the system integration and government departments coordination,improve the financing adjustment mechanism,and establish risk response mechanism.
