摘　　要：本文以地级及以上城市设立行政审批中心作为“准自然实验”,使用双重差分方法研究了行政审批制度改革对城市间市场一体化的影响,并讨论其作用机制及异质性。研究发现,行政审批中心的设立,显著降低了城市间的市场分割,并且非城市群、低行政等级、中西部的城市在行政审批制度改革中获益更大;行政审批中心的设立,通过降低地方保护主义、促进要素的流动和地区专业化分工,促进了全国统一大市场建设。进一步研究发现,市场监管局的设立并未促进城市间市场一体化,并且在统一市场建设方面,行政审批制度改革并未产生“放管结合”的协同效应。Taking the establishment of administrative examination and approval centers in cities as a“quasi-natural experiment”,this paper uses the difference-in-differences method to study the impact of administrative examination and approval system reform on inter-city market integration,and discusses its mechanism and heterogeneity.The study found that the establishment of the administrative examination and approval center had significantly reduced the market segmentation between cities.Meanwhile,non-urban agglomerations,cities with low administrative levels,and cities in the central and western regions have benefited more from the reform of the administrative approval system.The establishment of the administrative examination and approval center had promoted the construction of a unified national market by reducing local protectionism,promoting the flow of factors and regional specialization.Further research found that the establishment of the Market Supervision Bureau did not promote market integration between cities.At the same time,in terms of the construction of a unified market,the reform of the administrative examination and approval system had not produced the synergistic effect of“combining decentralization and regulation”.
