摘 要:在人口老龄化的背景下,老年人科学素质建设业已成为迫切的社会问题。针对如何评价老年人科学素质建设的问题,围绕《全民科学素质行动规划纲要(2021-2035年)》,提出影响老年人科学素质建设的可观测影响因素,运用ISM模型厘清各影响因素之间的复杂关系,进而构建出递阶结构图,遴选出评价老年人科学素质建设的核心因素。研究表明,老年人科学素质影响因素可分为六个层次:远程教育参与人数、老年人接入互联网及移动互联网的比例、老年人智能手机的使用比例、老年人利用互联网科技获取信息的比例、老年人利用传统媒体比例、老年科协、老年科技工作者的数量。其中最后一个层次是深层次的影响因素,具有较强的驱动力。In the context of population aging,the construction of scientific quality for the elderly has become an urgent social problem.In view of the problem of how to evaluate the scientific quality construction of the elderly,around the"National Scientific Quality Action Plan Outline(2021-2035)",the observable influencing factors affecting the construction of the scientific quality of the elderly are proposed,and the ISM model is used to clarify the complex relationship between the influencing factors,and then a stepby-step structure map is constructed to select the core factors for evaluating the scientific quality construction of the elderly.The research shows that the influencing factors of the scientific quality of the elderly can be divided into six levels,the number of participants in distance education at L5 and L6 levels;the proportion of the elderly accessing the Internet and mobile Internet;the proportion of smartphones used by the elderly;the proportion of the elderly using Internet technology to obtain information;the proportion of the elderly using traditional media;the number of elderly science and technology workers is a deep-seated influencing factor and has a strong driving force.
