摘　　要：【目的/意义】政府是海量数据的掌握者,测度政府数据开放效率,探索数据开放有效路径,有利于提升政府数据价值实现与数据赋能的速度。【方法/过程】以效率视角为切入点,构建超效率SBM模型,对16个代表城市的数据开放效率值进行测度,而后将效率值作为结果变量,使用fsQCA探索政府数据开放的有效路径。【结果/结论】研究结果表明,政府数据开放受到多方面复杂因素的影响,从条件组合来看,高水平的政府数据开放有6条路径,表现为政府主导型、经济支持型、内外联动型、全要素驱动型四种模式。【创新/局限】文章以2019-2021三年政府数据开放效率为切入点,融入信息技术因素,为政府数据开放提供路径参考。但是政府数据开放效率受到多方面的影响,文章选取的条件变量也可能存在一定的局限性。【Purpose/significance】The government is the master of massive data,and measuring the efficiency of government data openness and exploring effective paths for data openness are conducive to improving the speed of realizing the value of government data and enabling data.【Method/process】Taking the efficiency perspective as the starting point,a super-efficiency SBM model was constructed,and the data open efficiency values of 16 representative cities were measured,and then the efficiency values were used as the result variables to explore the effective path of government data openness using fsQCA.【Result/conclusion】The results show that government data openness is affected by many complex factors,and from the perspective of condition combination,there are six paths for high-level government data openness,which are manifested in four modes:government-led,economically supported,internal and externally linked,and all-factor-driven.【Innovation/limitation】This paper takes the efficiency of government data openness in the three years from 2019 to 2021 as the starting point,integrates information technology factors,and provides a path reference for government data openness.However,the efficiency of government data openness is affected by many aspects,and the conditional variables selected in this article may also have certain limitations.
