摘 要:阻塞盈余分配的公平性与合理性不仅关系电力现货市场主体的短期经济利益,还影响着社会福利的改进。国外目前大多数国家对于分配阻塞盈余通常是按一定的比例对电力用户或发电企业进行返还,此方式虽然解决了阻塞盈余分配的合理性问题,但无法解决阻塞问题,也无法实现社会福利最大化。对此,结合福利经济学原理,提出将阻塞盈余注入电网资金池作为输电线路扩容资金,从而解决输电阻塞问题。通过模型及算例验证了这种分配方式能够实现帕累托优化。最后,通过对比现行不同阻塞盈余分配方法,从社会福利优化角度说明了新方法的有效性。The fairness and rationality of the congestion surplus distribution not only affect the short-term economic interests of the main body of the electricity spot market,but also affect the improvement of social welfare.At present,most foreign countries usually return the congestion surplus to power users or power generation enterprises in a certain proportion.Although this method solves the rationality of the congestion surplus distribution,it can neither solve the congestion problem nor maximize the social welfare.In this regard,in combination with the principle of welfare economics,this paper proposes injecting the congestion surplus into the capital pool of the power grid as the expansion fund of the transmission line,so as to solve the problem of transmission congestion.This model and example show that this method of distribution can realize Pareto optimization.Finally,the effectiveness of the new method is illustrated from the perspective of social welfare optimization by comparing different existing methods of congestion surplus distribution.
