乡村振兴弹性评价指标体系理论框架研究——基于“时间、尺度、区域”三维特征

摘　　要：乡村振兴评价指标体系具有目标导向、评价考核、监测纠偏等功能作用,是乡村振兴战略实施的关键起点。针对当前乡村振兴评价指标设置缺少灵活性的现状,研究构建乡村振兴弹性评价指标体系理论框架。首先根据乡村振兴战略分阶段实施、坚持五级书记抓、不同区域条件差异性等特点,分析提炼评价对象的“时间、尺度、区域”三维特征;立足三维特征对评价指标设置的影响分析,构建由“基本指标(尺度维度)+特色指标(区域维度)+动态指标(时间维度)”组成的弹性评价指标框架;再基于对乡村振兴“五位一体”目标任务的分解提炼,提出弹性评价指标体系设置应突出产业“四化”提升、生态“四宜”建设、乡风文明“三水平”提升、治理“三治”有效、生活富裕“两维”一体等战略重点;最后构建形成乡村振兴弹性评价指标体系构建思路框架,并提出应用建议。The evaluation index system of rural revitalization has the functions of goal orientation,evaluation and assessment,monitoring and correction,which is the key starting point for the implementation of rural revitalization strategy.In response to the current lack of flexibility in the setting of rural revitalization evaluation indicators,a theoretical framework for a resilient rural revitalization evaluation indicator system was constructed.Firstly,according to the phased implementation of the rural revitalization strategy,the persistence of five-level secretaries,and the differences in regional conditions,the"time,scale,and region"three-dimensional characteristics of the evaluation objects were analyzed and refined.Based on the analysis of the impact of the three-dimensional characteristics on the evaluation indicator setting,a resilient evaluation indicator framework composed of"basic indicators(scale dimension)+characteristic indicators(regional dimension)+dynamic indicators(time dimension)"was constructed.Furthermore,based on the decomposition and refinement of the"five-in-one"target tasks of rural revitalization,it was proposed that the resilient evaluation indicator system should highlight the strategic priorities of industrial"four modernizations"promotion,ecological"four suitability"construction,rural civilization"three levels"improvement,governance"three administrations"effectiveness,and life prosperity"two dimensions"integration.Finally,a framework for constructing the rural revitalization resilient evaluation indicator system was established,and application suggestions were put forward.
