摘  要:环境问题具有系统性、整体性与外溢性特征,需要地方政府之间合作治理。随着跨域环境治理中地方政府合作实践的深入发展,地方政府间合作关系出现持久性、典范性、类型化的发展趋向,模式化特点日益显现。本文依据中央政策推动、中央与地方双向推动,以及非正式制度推动下的地方政府合作模式生成过程,划分出京津冀地区政策主导型、太湖流域双向联合型、黄河金三角地区功能互动型跨域环境治理中的地方政府合作基本模式。三种模式各具特色,体现出不同的适用性,将其合理应用在不同区域,必将互相支撑,共同推进我国环境治理迈向高质量发展的新阶段。The systemic,integrated and spillover characteristics of environmental problems require cooperation among local governments.With the in-depth development of local government cooperation practice in trans-domain environmental governance,the development trend of cooperation between local governments is persistent,exemplary and typified,and the characteristics of mold are increasingly apparent.According to the process of local government cooperation model generation driven by central policy,central and local two-way promotion,and informal system,the basic mode of local government cooperation in cross-domain environmental governance in the Beijing-Tianjin-Hebei region is divided into policy-oriented,bi-directional combined in the Taihu basin,and functional interaction in the Yellow River Golden Triangle region.The three models have their own characteristics and reflect different applicability,and their reasonable application in different regions will certainly support each other and jointly promote China s environmental governance to a new stage of high-quality development.
