摘　　要：目的:基于加强采购活动全生命周期内控力度,避免采购工作风险,提高采购管理效能的需求,构建可实现精细化管理的采购管理系统。方法:梳理研发采购管理系统需解决的关键问题及功能模块建设需求,经验证、测试、优化后构建能通过B/S架构同时应用于Windows系统和手机端的采购管理系统。结果:采购管理系统各流程高效运转、互联互通,能安全、有效链接院内外,其中医院与采购代理机构的线下衔接时长由(13.47±1.94)天降至(0.84±0.33)天,避免了不可控因素,加强了内控力度,差异有统计学意义(P<0.05)。结论:采购管理系统可提高采购效能,助力医院精细化管理,保障医院高质量发展,为各级医院实施“互联网+”采购管理提供参考。Objective To build a PMS(Procurement Management System)that can achieve fine management based on the need to strengthen the control of the whole life cycle of procurement activities,avoid procurement risks and improve the efficiency of procurement management.Methods The key problems that need to be solved in the research and development of PMS,and the requirements for the construction of functional modules were sorted out.After verification,testing and optimization,a PMS that can be applied to both the Windows system and mobile phone through the B/S architecture was built.Results The PMS was highly efficient and interconnected,and can safely and effectively link the hospital and its internal and external departments.The offline connection time between the hospital and the procurement agency has been decreased from(13.47±1.94)days to(0.84±0.33)days,avoiding uncontrollable factors and strengthening internal control.The difference is statistically significant(P<0.05).Conclusion The PMS improves procurement efficiency,facilitates the hospitals’fine management,ensures their high-quality development,and provides reference for hospitals at all levels to implement"Internet+"procurement management.
