应对“双碳”目标的城市低碳消费模式与政策激励

摘　　要：力争在2030年前达到碳达峰、2060年前达到碳中和是党中央作出的重大战略决策。作为能源消费和碳排放的集中区域,城市是碳减排的主要阵地,城市低碳消费更是应对“双碳”的重点之一。但能源消费量增加的刚性、经济行为主体利益失衡的诉求以及消费风俗惯性依赖等成为城市低碳消费模式选择的现实制约。“双碳”目标可从理念、政策、创新等方面驱动城市低碳消费模式生成,低碳试点城市所取得的政策试点经验也为城市低碳消费行为选择提供了实践指引。鉴此,需将政府、企业、消费者作为城市低碳消费的三方主体,构建政府引导低碳消费、企业主导低碳消费、消费者践行低碳消费的城市低碳消费模式,并按城市类型的差别选择差异化的低碳消费实现路径与激励政策。Carbon peaking before 2030 and carbon neutrality before 2060 are major strategic decisions made by the Party Central Committee.As the concentrated area of energy consumption and carbon emissions,cities are undoubtedly the main position of carbon emission reduction,and urban low-carbon consumption is one of the key points to deal with the“double carbon”.However,the rigidity of increasing energy consumption,the demand of imbalanced interests of economic actors and the inertia dependence of consumption customs have become the real constraints for the choice of low-carbon consumption mode in cities.The“double carbon”objective can drive the generation of low-carbon consumption patterns in cities from conceptual,policy and innovation dimensions,and the policy pilot experience gained by low-carbon pilot cities also provides practical guidelines for the selection of low-carbon consumption behavior in cities.In view of this,it is necessary to construct a low-carbon consumption model for cities in which the government guides low-carbon consumption,enterprises lead low-carbon consumption,and consumers practice low-carbon consumption,and to choose differentiated low-carbon consumption paths and incentive policies varying with city types.
