数字经济时代中国集成电路产业基础现代化的目标与路径研究

摘　　要：产业是一国经济社会发展的重要支撑,产业基础决定了一国产业的综合实力和国际竞争力。从主要的协同效应来看,产业基础的内涵可以细分为产业技术基础、产业组织基础、产业创新基础以及产业服务基础四个维度。我国产业基础现代化的目标在于适应国内产业高质量发展的新要求,以及应对全球产业竞争的新格局。与美国相比,我国集成电路产业起步晚。经过一段时期的努力,我国与美国之间技术差距不断拉近,但是集成电路产业基础还有待进一步加强。面对美国实施的一系列科技霸权行为,我国集成电路产业要不断提高自主创新能力和安全可控水平,可以按照“完善顶层设计—攻关核心技术—培养企业发展—打造产业集群—建设人才队伍—细化监管法规”的思路循序渐进地推进产业基础现代化。Industry plays a crucial role in a country's economic and social development.The industrial foundation determines the comprehensive strength and international competitiveness of a country's industrial development.Based on the main synergistic effect,the concept of industrial foundation can be subdivided into industrial technology foundation,industrial organization foundation,industrial innovation foundation and industrial service foundation.The goal of modernizing industrial foundation in China is to adapt to the new requirements of high-quality development of domestic industries,and to cope with the changing pattern of global industrial competition.Compared with U.S.,Chinese integrated circuit industry started relatively late.As a result of significant efforts,the technology gap between China and U.S.has narrowed,but Chinese integrated circuit industrial foundation still needs to be further strengthened.In the face of American technological dominance,it is essential for the Chinese integrated circuit industry to improve the ability of independent innovation and levels of safety and control.The modernization of Chinese industrial foundation should be promoted according to the following idea:"perfecting top-level design-tackling core technologycultivating enterprise development-building industrial cluster-building talent team-refining regulatory laws and regulations".
