海湾地区安全局势的特征、趋势及中国参与治理的路径探析

摘　　要：海湾地区油气资源丰富,享有“世界油库”之称,扼守着霍尔木兹海峡,地缘战略位置十分优越。鉴于海湾地区在国际经济、政治和军事领域的重要性,该地区成为各种国际和地区势力角逐的热点地区。长期以来,安全问题是海湾地区面临的最严峻的挑战之一,其安全局势受到国际社会的广泛关注。近年来,海湾地区安全问题呈现代理人化、跨区域发展以及传统安全与非传统安全叠加交织和互相转化等特征。海湾地区安全局势动荡的主要根源包括边界和领土争端、地区国家对地区领导权的争夺、宗教派系之争和大国干涉等,且传统与非传统安全问题盘根错节。近年来,尤其是沙伊和解后,海湾地区出现了“和解潮”,地区安全局势趋于缓和。海湾地区的安全治理需要国际社会和地区国家的共同努力,应在“一带一路”倡议、全球发展倡议和全球安全倡议的框架下,尽快达成共同安全共识,构建具有可操作性的地区安全架构和安全合作机制。The Gulf region is rich in oil and gas resources and is known as the"world's oil depot".It guards the Strait of Hormuz,giving it a significant geopolitical advantage.Given the importance of the Gulf region in the international economic,political and military affairs,the Gulf region has become a hotspot for various international and regional forces vying for influence.Security issue has long been one of the most important challenges facing the Gulf region,and the security situation in the Gulf region has received extensive attention from the international community.In recent years,security issues in the Gulf region have been characterized by proxy conflicts,crossregional development and the intertwining of traditional and non-traditional security concerns.The main root causes of the instability in the Gulf region include border and territorial disputes,competition for regional leadershpip among regional countries,religious sectarianism and interference by major Powers.In recent years,there has been a trend towards reconciliation in the Gulf region,leading to a somewhat eased security situation.Security governance in the Gulf region requires the joint efforts of international and regional countries and,within the framework of the Belt and Road Initiative,the Global Development Initiative and the Global Security Initiative,it is important to reach a common security consensus as soon as possible and to build an operational regional security structure and security cooperation mechanism.
